Lower Bullingham Parish Council Minutes
Held on Monday 9th January 2017 at 7.30pm at The Forge- Holme Lacy Road

1.Apologies for absence

In the absence of the Chairman the vice chair chaired the meeting

2. To co-opt members to fill current vacancies
No co-option took place

3. To receive declaration of interest on agenda items
Cllr Peter Greenow declared a non-pecuniary interest on agenda item 11 Finance – reimbursement of clerk’s postage

4. To approve & sign minutes of The Parish Council Meeting held on 5th December 2016

6.Reports

6.1 Ward Cllrs report
The ward Cllr advices Cllrs that he had had an email from the county solicitor of Herefordshire Council in relation to the planning conditions on the Rotherwas relief road.
The clerk advised that she had had an email concerning this also and she would be requesting documentation in relation to the planning conditions as Previously requested by the PC
6.2 Rotherwas Munitions
6.2a To receive a report from N Goodwin BBC Hereford & Worcester on the campaign for recognitions of women working at Rotherwas munitions

7. Lengthsman

7.1 To identify work to be carried out by lengthsman

8. Highways Issues

8.1 To consider road issues for reporting to Balfour Beatty
Pot holes to report –

1. Green Crize area near Mill House
2 Twyford brook near Lower Twyford road towards Aconbury
3. T junction – Netherwood Road, road surface needs attending to

8.2 To receive an update on a complaint made to West Mercia Police and others concerning lack of enforcement concerning recent matters reported to them regarding high volume of vehicles not adhering to the 7.5 tonne weight limit restriction under the railway bridge at Rotherwas
The clerk reported that she had received a letter from West Mercia Crime commissioner concerning Holme Lacy road issues, but it seemed from the letter that the commissioner doesn’t understand the actual problem regarding the lack of enforcement of the 7.5 tonne weight limit at Rotherwas railway bridge.
The clerk further advised that she had received an email from West Mercia police regarding the complaint made by the PC on lack of enforcement of the 7.5 tonne weight limit at Rotherwas railway bridge.
A meeting is to be arranged with West Mercia Police and Chairman & The Clerk.
8.3 To receive an update on Holme Lacy Road improvements
The Ward Cllrs had given a report on this matter and the clerk would be requesting the relevant documentation relating to the planning conditions etc.
The matter of having a Vehicle Recognition System put up at Rotherwas railway bridge. The Clerk was asked to look into VRS and there would be an agenda item on this at the next meeting.

9. Planning

91.1 To note planning permission granted/refused by HFDC since last meeting.

9.2 To consider commenting of planning application:
163756 Rotherwas Service Station, Holme Lacy road Hereford
Description: Replacement of sales building (retaining it for storage) by a new building providing a new wash bay to replace existing facilities.
Applicant: Mr Mohammed Ahmed
It was RESOLVED: to Support the application

10.Neighbourhood Plan

10.1 To consider appointment of the independent external examiner for LBNDP
It was RESOLVED: to appoint Mr High as the inspector for the NDP

13.1 To consider responding to a letter receive from West Mercia Crime commissioner concerning Holme Lacy road issues
It was RESOLVED: that The Clerk writes back to the West Mercia Crime Commissioner to thank him for his letter and to inform him that the PC have made an official complaint to the police regarding the matter of enforcement along Holme Lacy road at Rotherwas Railway Bridge
